A proposal seeking the development of three towers at two waterfront sites in the Docklands will be presented before the City of Melbourne on 7 May 2024.
The towers – to be located at 140 and 160 Harbour Esplanade – form part of a wider proposal aimed at activating the area and improving connections to Marvel Stadium, which is currently undergoing its own $225 million upgrade. If approved, the buildings would accommodate mixed-used offerings, such as commercial, residential and entertainment options.
Each of the three proposed towers vary in height – tower one at 129 metres, tower two at 113 metres and tower three at 90 metres. Designed by Grimshaw Architects, the proposed building envelopes make provision for publicly accessible private spaces and pedestrian links from Harbour Esplanade to the Docklands Stadium concourse.
Development Victoria stated the “ambition for Harbour Esplanade is for it to be the primary public space in Docklands.”
Development Victoria and the Australian Football League (AFL) are the development applicants. The two parties entered a joint venture agreement to explore development opportunities at the two harbourside sites in January 2024.
City of Melbourne planning officers recommended to councillors that do not object to the application. The Department of Transport and Planning and the planning minister will be the deciding authority on the proposal.
