30-storey triptych tower proposed in Epping

Scott Carver has designed a 30-storey building for 37-41 Oxford Street in Epping, Sydney that would include a 211-unit shop-top housing tower atop a two-storey podium with retail, office space and a childcare centre.

Planning documents describe an “elegant tryptic [sic] staggered tower,” with the apparent bulk and scale of the building reduced through the inclusion of deep “brise-soleil-type” recesses that define three distinct vertical massing forms.

The proposed tower fits within the envelope of a previously approved concept proposal for the site, for which Candalepas Associates prepared the reference design. That proposal was approved in 2018, before ownership of the site passed to Meriton.

Scott Carver notes that the latest design adheres to the aspirations of the original endorsed vision for the site, with only minor departures.

“To maintain the existing street rhythm, character and further define the public domain, a vertically proportioned tower upon a two-storey podium is proposed as per the street wall aspirations of the approved Stage 1 DA,” the firm notes in planning documents.

“The holistic street wall is designed along the traditional principles of a larger set podium and slightly thinner tower over, forming a grounded massing that speaks to the immediacy of the surrounding developments urban domain.”

The application has been submitted to the City of Parramatta, and will be determined by the Sydney Central City Planning Panel.
