Perth public housing towers to be replaced with build-to-rent

The WA government is planning to demolish Stirling Towers, the former public housing precinct on Smith Street in Perth’s Highgate, and replace it with a build-to-rent development offering social, affordable and market-price rental apartments.

Built in 1970, Stirling Towers comprises one 12-storey tower and one three-storey tower, which together hold more than 90 apartments. The towers have been empty since 2014.

WA’s Department of Communities is looking to partner with a community housing provider (CHP) or CHP-led consortium to redevelop the site and has released Early Tender Advice (ETA) for the proposal, which is being positioned as a pilot project.

“Stirling Towers is a prime example of the challenges we face in terms of social housing in Western Australia, with a significant number of ageing assets that are no longer fit for purpose,” said housing minister John Carey.

“The Stirling Towers site is among 12 State-owned parcels of land that have been released through the McGowan Government’s Housing Diversity Pipeline, which is aimed at delivering greater housing diversity and increasing the availability of social housing.”

The Stirling Towers site sits withing two kilometres of the Perth CBD and is near to public transport and parks, as well as education, sporting and entertainment facilities.

An invitation for expressions of interest will be released via Tenders WA in March 2022.
